I am having difficulty in deploying a .pwc package via a batch file login script.

Is this the correct setup?

\\sharename\ClientInstallFiles\ptclient.exe /installpackage Y:\package.pwc /allusers

My environment is Exchange 2003 Active Directory and XP/Win7 clients.  It works on some of the Win7 clients but not all of them and none of the XP clients.

Your command line is as follows.

\\sharename\ClientInstallFiles\ptclient.exe /installpackage Y:\package.pwc /allusers

What our assumption is from the above statement is that you do not have a locally running Prism Client, is that correct? Which if you don't could explain why some installs work and some don't, especially if not all your users are local admins.

I would install the Prism Client locally on your machines, if you do though try changing your command line to..

C:\Program Files (x86)\New Boundary\Client\PTclient.exe /installpackage Y:\package.pwc /allusers

Another red flag we see is that the path you are using to the package location is a mapped drive letter versus a UNC path. Not knowing your full environment is it possible that some users don't have the same drive mappings for Y?
